Ville Niemioja has been appointed minister of nothing and balloons.

He is either born inJune 1975 or – according to Soviet records – he was born by accident in a toilet in Kreml on February 14th, 1941.
The official biography also holds that his birth was foretold by a chicken, and that my birth also was heralded by the appearance of a triple rainbow and a new birght star in the heavens.
